The way it is supposed to work is like this: Any change on the phone to a contact will sync to Outlook as long as the Outlook contact hasn't also changed.
In the even that both the Outlook and phone contact changed, Outlook wins and that contact will sync to the phone, overwriting what was on the phone. If you have duplicates though you might consider deleting the partnership and starting over because that is never supposed to happen.
